DVP CONSTITUTION

REVISED DVP-CONSTITUTION AS PROPOSED BY ECV AND DVP NATIONAL STAFF
April 5, 1986

ARTICLE 1. 

The name of this organization is: DIRECTORS OF VOCATIONS IN THE PHILIPPINES, referred from here on as DVP:

ARTICLE II. 

The headquarters of this Organization is in : Manila, Philippines

ARTICLE III. 

Nature and Aims:  The DVP is essentially a national coordinating body.  It aims at:

  1. Helping in the promotion of Church Vocations namely:
    1. The Diocesan Priesthood
    2. The Consecrated Life
    3. The Secular Institutes, Evangelical Life and Mission
  1. Fostering of the religious and Apostolic spirit among:
    1. The Mission Vocation Directors and Directresses
    2. Priests, Brothers and Sisters
    3. Lay Promoters
    4. Vocation Prospects

ARTICLE IV.  Functions

  1. To serve as coordinating center to:  promote, inform, recruit, screen and accompanying vocations to the priestly and consecrated life.
  2. To  assist in the on-going formation of  Vocation Promoters, to initiate, articulate, and contextualize vocation activities.
  3. To collaborate in the use of mass media for the promotion of Church Vocations in the Philippines (DVP Mass Media Committee).
  4. To disseminate printed information relevant to the promotion of Church Vocations (DVP Publications Committee).

ARTICLE V.  Membership

  1. DVP is open to all:
    • Diocesan Vocation Directors
    • Religious Vocation Directors, Directresses, and Promoters
    • Directors and Directress of Vocations for Secular Institutes
    • One Lay promoter of preferably organizations directly involved in Vocation promotion
  2. Application for Membership must be submitted to the DVP National Office.
  3. Members shall pay a membership fee to be determined by the Board of Directors.

ARTICLE VI.

  1. The DVP Officers are as follows:
    1. National Coordinator,  National Executive Secretary, National Finance Officer
    2. Regional Coordinators of:  Greater Manila Area, Luzon, Visayas, Mindanao
    3. Sub-Regional Coordinators of: GMA, Luzon, Visayas, Mindanao
  2. The National Officers shall be nominated at the National Convention.  After proper consultation, the ECV staff shall appoint the National Officers.
  3. Duties:  The DVP Officers (National)
    1. Shall call, organize, and evaluate the National Convention
    2. Shall execute the common projects.
    3. Shall encourage the formation of regional groups and coordinate their proper functioning.
    4. Shall maintain the financial stability of the organization.

ARTICLE VII.  Board of Directors

  1. The Board of Directors shall have the following composition:
    1. The Episcopal Commission on Vocations of the Catholic Bishops’ Conference of the Philippines.
    2. The National Vocation Director appointed by Rome.
    3.  The DVP National Officers 
  1. It shall have the following functions:
    1. Meet at least once a year.
    2. Supervise and review the work of the Organization.
    3. Determine the general guidelines of the operation of the Organization.

ARTICLE VIII.  Amendment

Amendment to the constitution shall be done in a National Convention.  A two-thirds (2/3) majority vote of all qualified members present is required for effectively of any amendment.

 

DVD BY-LAWS

AMENDED BY-LAWS (1994) OF THE DIRECTORS OF VOCATIONS IN THE PHILIPPINES

 

Article 1.  Council of Officers

  1. The following shall compose the Council of Officers:
    1. All the Officers of the DVP
    2. The Chairman of the National Project Committees
  1. The functions of the Council of Officers are as follows:
    1. To execute the policies laid down by the Episcopal Commission on Vocations.
    2. To be responsible for the welfare and the efficientoperation of the organization.
    3. To approve projects that require funding from the NationalVocations Center.
    4. To prepare and submit the National Budget to the EpiscopalEpiscopal Commission on Vocations.
    5. To allocate and disburse funds for project activities.
    6. To meet at least once every two (2 months).

Article 2.  Conventions and Meetings

  1. All duly qualified members may attend the National Convention and other meetings with consultation and nomination.

Article 3.  Election of Officers

  1. Consultation, nomination, and election of officers shall take place at the National Convention.
  2. Any duly qualified member may be nominated to any position in the National Staff by any of the members present.
  3. Procedures of consultation/nomination shall be determined by the Body at the National Convention.

Article 4.  Duties of Officers

  1. The National Coordinator shall:
    1. Prepare the agenda for, call the meeting of the Council of Officers andPreside over it.
    2. Promote, encourage and coordinate national vocation projects as well as resources.
    3. Act as liaison officer to such organizations as the CBCP, AMRSP (men  and /or women), Serra Club, etc. or delegate such a function to other member(s).
    4. Hold office in the National Vocations Center.
    5. Make a report on the operation of the Organization to the National Convention.
  2. The Regional Coordinator shall:
    1. Promote, encourage and coordinate regional vocation projects and Resources.
    2. Establish regional project core groups on Regional Center, Committees on Formation, Publications, and Mass Media.
    3. Communicate regularly with the National Coordinator on regional Activities and submit a report hereon at the meeting of Council of
      Officers.
    4. Act as liaison officer to regional organizations or delegate such a function to other member(s).
    5. Appoint Assistant Coordinators within the region when necessary.
  1. The National Executive Secretary shall:
    1. Assist the National Coordinator and perform such functions as may be Assigned to him/her.
    2. Keep all records of the Organization and minutes of the meeting; of the Board of Directors and the Council of Officers.
  1. The National Finance Officer shall:
    1. Be responsible for soliciting, budgeting, disbursing and recording funds and transactions of the Organization.
    2. Report on the financial status of the Organization during the National Convention and at the meeting of the Board and of the Council.
    3. Determine procedures for financial requisitions subject to the approval of the Council of Officers.

Article 5.  Vacancies of Office

  1. Vacancies of office shall be filled in the following manner:
    1. In the case of the National Coordinator, the National Executive Secretary, the National Finance Officer, the Episcopal Commission on Vocations shall appoint a duly qualified member who will occupy the vacant position until the next National Convention;
    2. In the case of the Regional Coordinators, the duly qualified members of the region shall elect from among themselves an acting Regional Coordinator who will occupy the vacant position until the next National Convention.

Article 6.  Project Committees

  1. The DVP will have the following project committees to carry out its objectives:  Formation, Publications, Mass Media.
  2. Each project committee shall have a National Core Group composed of at least three (3) members elected by the committee members.
  3. Each National Core Group shall have the following functions:
    1. To initiate and implement national projects
    2. To encourage and coordinate projects on the national, regional, diocesan and parochial levels.
    3. To budget, allocate and account for the funds disbursed for the project Committees.
    4. To study and allocate funds for projects at all levels;
    5. To submit a monthly report to the Council of Officers.
  1. Each Project committee shall also have three (3) Regional Core Groups (for Luzon, Visayas, and Mindanao) composed of at least three (3) members of the regional project committee.
  1. Each Regional Core Group shall have the following functions:
    1. To formulate and implement projects in the region.
    2. To encourage and support diocesan and parochial projects.
    3. To report and coordinate with the National Core Group on theirstudies, projects and activities.
    4. To allow the establishment of Regional Subgroups when necessary,and supervise and coordinate their activities.
